First Pay scale is consist of 10 scale and last pay scale for 20 scale. In Last Pay scale 1-10 grade is established but 11-20 grade is fallen and deprived the staff of government, it was government policy maker tricks to cheat staff of lower level.

Basic salary was started from 8250 and top scale was at 78000 taka, This pay scale is consist of 20 grade with 5% increment in each year. There is a huge different 1-10 and 11-20 grade distance. 1-10 grade distance is 20% from each scale to another scale and other hand 11-20 grade distant from one grade to another only 2.5%.
